Revise the concatenation of Payclass and Employee for employee settings to be used first.

If employees are paid fixed wages (union or job title) the rates are setup in the pay class.  If a special rate is to be provided for key staff wages and benefits must be set up for all employees and the pay class left blank.  If employee settings are read first the custom rates would be used and the rest of the staff would map to the Pay Class values.
