Allow PTO Deficit to be specified

Having worked with many customers on the Management Suite system, I can say that it is often extremely helpful to be able to allow deficit use of PTO time such as is available in Management Suite. Many customers have policies that allow for leave to be used before accrued up to a limit, and it is also common for customers to give a set number of days worth of leave at the beginning of the year, particularly with the new sick leave law in CA. Allowing for deficit use up to a limit would allow for customers to follow their policy in that regard and would allow for those accruing the yearly amount during the first pay period to also use leave in that period.
