There should be a way to uncheck the compliance types required on a vendor record. They are greyed-out and cannot be changed on the individual vendor. Not all subcontractors are required to have all three compliances. Warnings are always popping up when saving a vendor record (subcontractor) whose compliance information is non-existent or expired.
