In other areas of the program where rates etc (Compensation Rates, PTO) are set up there are fields for start (and stop) dates so that the program can apply the correct rates depending on the transaction date if and when rates change.
Right now, 2016 has ended and 2017 has begun. We still have some invoicing to do that need to be dated in 2016 (with an 8% tax rate) while we also have invoicing that needs to be dated in 2017 (with a 7.75% tax rate) and it has not yet been ascertained exactly what the billings are. As far as I can tell, sales tax is set up in one place (Administration\TaxAuthorities) and there is only one tax rate entry. I'm not even sure how we are going to do this but it would be much handier to be able to have the same ability in Tax Authorities that we have in setting other rates.
