For Vendor 1099 payments - add controls at the GL account level to identify payments to be processed for 1099s.

Not all vendor invoices for a vendor are 1099 related.  The entry individual may not know whether something is or isn't applicable for 1099 processing.  It would be nice if additional controls could be done at a G/L Account level.  Allow the compensation flag on the vendor, but then allow an option to also control the 1099 payment by G/L account the transaction is posted to.

There are some items we pay our employees through AP where we are required to provide a 1099.
