In the Project Reconciliation by Division Summary: Expenses, and Billings are distributed to the correct Divisions if the project is set up for Track Cost Codes by Division and Track Revenue to Cost Code.  If you add contract amount, the Total Contract is only applied to the Division that is selected in Project Setup > General Tab.  This is incorrect.

The Contract Value should also be applied correctly to each Division based on the Track Cost Codes by Division and Track Revenue to Cost Code.

This example makes it difficult to use the Track Cost Code by Division and Track Revenue to Cost Code because the Report we use to reconcile the project and WIP because the report shows that the contract is $0, but there are billing and costs.  The the one division will show the full Contract Value with far less billings and costs.

The standard Project Reconciliation report does not have contract amount on it. The dataview does have a Project Contract Amount, I am assuming that is the field that they are using. Since the dataview only has the project contract amount it is putting it on the main project's division. Any of the Project amount fields (fields that begin with Project) will be under the main project division. If you look at the standard report the billing to date field is not calculated from the ProjectBillingsToDate field in the dataview because it wouldnt report under the correct division. It doesnt look like there is a field in the dataview for contract amount at the division level. They should add a request in suggestion box for this to track.
