It would be useful to see both the current HST and holdback value calculated on the input screen. For HST, this would be similar to how the customer invoice shows HST on the input screen.

Also, I would suggest sorting out how the journal entry addresses the HST on monthly revenue as it relates to a hold back amount.
Po contractor essentially posts the whole monthly draw including hold back amount (10%) and the pertaining HST, when in actual fact - hold back is essentially liability - no money/revenue is received until hold back is released pending all contract work remained satisfactory until after the specified duration has elapsed for hold back to be released (typically 45 days after substantial completion of the project / advertising to DCN)
