Allow Prevailing Fringe Rate to be Reduced if Regular Wage Exceeds Prevailing Wage Rate

Need to be able to reduce the prevailing fringe rate when the employee's regular rate is higher than the prevailing wage rate.  Calculation should compare combined regular wage and fringe rate with combined prevailing rates with the option to apply the difference to reduce the prevailing wage or fringe rate.   Currently the only option is to reduce the prevailing wage rate if the bona fide fringe rate is higher than the prevailing fringe rate.  Employee pay varies, so cannot use a flat amount on the Compensation Rate tab to do this.
