"Revision" by definition is to "reconsider and alter (something) in the light of further evidence". When creating a new PO we are not reconsidering or altering, we are creating new. To have PO's start at Revision 1 is incorrect, it suggests there was something before it.

That is part of it, as vendors would see the revision and potentially be confused by it. The other part of the concern is that when anyone internally, or our auditors, see a revision number they would expect something to come before it.
