Occupation Wage Survey Reporting

Issue:

Through the Department of Labor, Oregon BOLI requires employers to fill out a “Mandatory survey, required by law (ORS 279C.815)."  This is the "Construction industry occupational wage survey.”  BOLI reserves the right to impose a penalty of up to $ 5,000 for failure to submit by the deadline.  ProContractor has no support for filling out this report.  For reference, here is the link to this report:

As can be seen, employers are required to submit a report showing occupational code, skill level, hours, basic hourly rate and fringe benefits as dollars per hour broken down by the number of employees per region.  The Department of Labor picks four weeks as reference for the data.  This is a compressive report that requires data that isn’t easily accessible in Pro Contractor.

I asked the support team for help compiling this information (Case #1531980).  I was told to run the Utilization Report (Employees > Reports > Utilization Report) and Hours and Earnings Report (Employees > Reports > Payroll Hours and Earnings History).  Ultimately those reports didn’t have the data that I needed.

I won’t go in to detail, but I ended up running a combination of Project Cost and Billing Summary, Payroll Hours and Earnings History, Employee Time Card History, Fringes Report and weekly Certified Payroll Reports.  I found that, despite entering employee time on a per day basis for payroll, the Time Card History report could only be run biweekly; same with the Fringes Report, I believe.  I ended up having to sift through no less than a hundred pages to collect the information I needed and transcribed it to an overly elaborate Excel Spreadsheet.

 

Suggestion:

Develop a report that complies with the Construction Industry Occupational Wage Survey.  This report would help save time for all Oregon contractors filling out this form.
