Allow negative numbers in "Lower Proposed Grades" in the Area Properties

I have a topsoil island behind a 6" reveal curb.  The plans do not have specific grades for the curbed island.  I still want to grade the sub-grade area smooth along with the surrounding 12" paving.  I will need a total of 18" of topsoil.  If i Re-spread 18" of topsoil I will end up with a 6" hole in the ground.  If I could set the "Lower Proposed Grade" to -6"  I would still have my smooth surface, but the total for the topsoil would include all 18"  This actually happens a lot nowadays with the poor quality of plans that are being produced. (Showing raised islands, but not giving the surrounding elevations.)
