Snap to any line that is visible (no matter what layer it is in)

It would be nice when I am in the Proposed Layer but I also have the Existing Layer being shown to be able to snap my proposed contour lines to the visible existing lines (and use the existing line elevation as the elevation on that particular proposed point)  This would make things a little more accurate, making sure that your terminal points on a contour line are "touching" the correct existing elevation.  The same goes for entering areas; a lot of paving areas are based on the top of swales. It would be nice to snap my proposed area to the proposed contour points along the way.
