DEVELOPMENT ANALYSIS: ProContractor does not allow the customer merge if there is a billing setup for the target customer - we have a specific validation written before the merge for the same. So If you want to perform the merge, we need to delete the billing setup from the target customer. We cannot merge customers that have been used in contract billing.
This is a restriction that renders the Customer Merge feature completely useless and prevents the clean up of duplicate customers that occurs through error or merger/acquisition. The very reason for wanting to merge customers is because they have billing setups, otherwise you'd just delete one or the other with a whole lot less effort. While this may be a very complicated fix, either address the restrictions, or remove the feature.
