Currently, the way this feature works is that you must check the Update of Schedule of Values in Existing Billing Application checkbox and enter the Starting Application Number upon creating the Owner Change Order. Once the OCO is created, and not even posted, these fields are locked and cannot be entered. You then have to delete and re-enter the OCO to make these fields editable again, which is unnecessary rework. We often need to use this feature when after reviewing an invoice, customers decide they want one or more "late" change orders included in the billing. This is the more likely use case.
In my experience, you would rarely know when creating the OCO, if it is to be included in a previous application. So the enabling /disabling of these fields seems to be counter-intuitive. Is there any reason why these fields are disabled after the OCO is created? Wouldn't it make more sense to disable these fields only after they have been entered for the first time and the OCO posted?
