Change Management Record - Prevent Cost Codes/Cost Types to be written to the Project until CMR Stage has been marked as Approved.

Right now, our time system is pulling active Cost Codes from the project and it doesn't know that a newly added Cost Code from a CMR has not been approved. This could result is a lot of work to correct an issue if someone were to accidently charge time to a Cost Code that ends up being cancelled or rejected for approval.

    I agree with this when it comes to the billing code. The billing code should be established until it's made into a change order maybe the same for the cost code.
