Allow the check box to be unchecked for Certified Payroll Project when employee needs to be coded to project but not included on the certified payroll report.

When projects are considered Davis Bacon wages, truck drivers hauling equipment or material to a project or employees not physically working on the project property do not need to be included on a certified payroll report but are part of the project's budgeted cost. There is currently a check box on the Enter Time Card by Employee screen but it is grayed out. It would be nice to be able to unclick this box so the employee can be removed from the certified payroll report instead of having to setup a new employee pay class and change that each time. There is more maintenance involved with adding the additional pay class vs being able to check or uncheck the already existing checkbox.
